Here are a couple of suggestions;
Cover the windshield at night if you park outdoors.
Use a bug deflector that is sold in auto parts stores.
Apply a coating of Rain X to the exterior glass.
Clean the windshield at every fill up, and check the wiper fluid. In winter use the de-icing fluid, in summer use the bug dissolving fluid.
These suggestions will reduce the amount of dirt on your windshield, but your environment or a pitted windshield may win.

Vinegar, as suggested by others, is a good idea-for the inside, but for the outside use a small amount of methylated spirits on a damp cloth as this cuts through the grime that you get building up. Don't forget to use it on the wiper blades as well.

Inside? Clean with small amount of vinegar and follow that with a slight smear of washing up liquid to stop condensation. Outside? Use you washer wipers but add either vinegar or a screen wash solution to the water,

Go to the web site below and type in Rain Away. This product is fantastic. Not only does it keep the screen clean, it throws rain spots off the screen when you drive (obviously not in traffic or low speeds). I applied it only four times last year to my screen and it was great.

Actually when you wax your vehicle, wax all your windows, mirrors and windshield at the same time. It works on the glass the same way it works on the paint.

Use water with a little vinegar in it. then dry it of with newspaper. Do this on the outside only. Use water and newspaper on the inside.

Wax the windows when you wax your car. The slicker surface will keep it cleaner longer.
