No. Your transcript is private unless you request that they be sent a copy. They cannot contact the school for transcript details.

No one has the right to see your transcripts without your permission. But a boss does have the right to ask you to provide her with a transcript and can fire you if you don't provide one.

And, if a boss or landlord calls the university and asks whether you graduated or not, the university can legally tell them when you received a degree and whether it was a Bachelors, masters or Doctorate. They cannot give out your grades without permission. A registrar at a top school told me once that they recieve many calls each day checking on graduates and about once a day the call is about someone claiming to have graduated who never attended their school.

To my knowledge, a request of your transcripts from a university requires your permission. I hardly believe a college or university would relase your transcripts without your express written consent. Your transcripts are personal information.

No, they need your permission. Parents can request your transcript, but they need your permission to get them. Everyone else must have your permission. My question is, why would your landlord need your transcripts, unless you live in a university sponsored apartment complex.

I'm applying for an internship and the last page of the application says "I hereby authorize the release of any employment or education data relevant to my employment". I am supposed to sign at the bottom so would this mean I am giving the company permission to get my transcripts?

No, college transcripts are confidential information and may only be released to you or to someone you have authorized in writing.

No. They need to have a disclosure that you have signed in order to check them. Beware though, a lot of companies will refuse to hire you if you refuse to sign the form for a background check.

no, the university or college has to abide by information privacy laws so they would be unable to do this.

it is up to you who you disclose this information to.
