It never comes out or rises, it stands still and the earth revolves. So no I would not bet my bottom dollar that it will come out.

Nope, that would be gambling, and besides we are not promised tomorrow.
BUT if tomorrow comes I know the sun will come UP everywhere whether we can see it or not.,it is still there.
