Dreamweaver only helps you create content for your website.

You also need to have proper hosting available. Yuo can get free hosting from http://geocities.yahoo.com or http://bravenet.com OR you can go to a webname vendor like http://doteasy.com and buy your own website domain name (a good friend bought and operates http://timssims.net ). Doteasy can either give you a 'free' option for the amount of webspace and bandwidth (limited) or you can purchase better options.

Dreamweaver is pretty fun to use... I'll see if I can find any good tutorial sites for you but the help index is probably the best for you to start with.

Lookie what I found!

I think the best html editor is dream weaver.
it is so easy to learn and user friendly application.
after installing this software ,open it.
choose your page type (such as php, html, col fusion ,...).
for the first time you will be asked for creating a web site, so create website by setting the path directly when asked.

also you may asked to create image folder for your web site , so create your favorite directory and go ahead.

you will be enter to the main window.
create your file and go ahead.
also you can use some additional tools such as ready java scripts or image viewer in dream weaver.

all of your page will be created at your web site directory which had been created in the first time.
