I'm afraid so. They changed the rules for Jamaican nationals quite recently. The government of the Cayman Islands decided that as of 1 November 2005 all Jamaican nationals would require a visa. As this is proving highly inconvenient from many points of view, let's hope that they see sense and revert to the old system. It seems doubly harsh when the Jamaican Government was the only one to offer help to all nationalities after Hurrican Ivan.
