Yes, you can hose it but be sure to cover the planter with a plastic bag if it is not waterproof. If it is 'filmy' dust that does not come off when you blow on it then you will need to make a spray bottle solution of a grease cutter like Dawn to spray it first and then rinse with a fine spray..let set in the sun till dry.

I own a housecleaning business and over the years what I have been doing is depending on the house if I am able to bring it outside I do and Spray a mild cleaning agent all over it and then lightly hose it down and let it air dry or if it's not able to be carried outside I will do the same as above but put it in the tub and turn the shower on and give it a good washing.

there are three ways that I clean my silk arrangements.
Put a nylon stocking or knee high over the horse hair duster on the vacuum then the leaves will not get sucked into the vacuum because of the nylon as well you have the dusting that is being done safely to the tree.
the other manner is taking it outside and using a hair dryer blow off the dust.
As well I have swished my silk arrangements in cool soapy water
rinsing them and then letting them dry ...
These have worked for me.

I take mine outside just before it is going to storm. The wind blows off the dust and the rain takes care of the rest, then when still damp i wipe each leave before bringing it in the house. Remember, however, to cover the basket part with plastic garbage bags and weigh it down with something a cement block so that it does not blow away.

Throw it out .Just kidding if you have alot of time warm wash with a rag every leaf or if you have a laundry tub i sometimes turn it on its side and gently hose it off or soak in the tub cold to warm water but you have to be so carefull

Spray it with a oil sheen (hair supply isle, isoplus in the tall blue can)and run the feather duster over it.
