I believe she is doing a Alice in Wonderland theme, but pumped it up a bit.

Perhaps she's talking about winding up her career? This comeback has been a major dissapointment. After the brilliant Love Angel Music Baby, and the absolutely incredible "What You Waiting For" she has squandered her career by releasing the crappiest song ever. Together with Fergie's solo effort both these albums have been major dissapointments.

from that song i get that it's all about girls going out partying, messing round with guys, teasin them and stuff, but everyone gets something different from lyrics, so i may be completely off the mark as she may have intended something else!
