Well of course you should. You should take out a full page ad advertising the event, to insure a good business. In fact, you might want to ask the police to monitor the area in case things get out of hand due to the expanded business.
You might want to go down to the courthouse and pick up a permit, just to keep things on the level.

I don't know about that. You really want people who will buy the garage sale items, don't you? My experience has been that drug addicts only use what little money they have on drugs, so yeah, you'll sell alot of drugs, but your garage is still going to be full at the end of the day. I, personally, would want people without a drug habit to come because they have more expendable cash. Garage sales usually don't need much more incentive then an ad or flyer to draw people in. They're pretty popular. Some people plan their whole weekend around them. It's entertainment for some.
Then, if you want, make some connections for "social indulgers" on a future date. That's my opinion. Good Luck!

definitely, and if you put an ad up at the police station, you'll attract the kind of people who will need them and they'll show up. and why stop there? put up an ad at the jail so those who are being released can find you too.

It is against the law. If you get reported you may end up going to jail. If I were you I would not do it. The consequences may end up to be too costly.
