Yes but it also depends on the test.
If its an online test then the score probably isnt that valid. I am assuming the test you took was online because if an actuall psychologist or diagnostician gave you the test they would have told you 117 was considered above average.
The discrepency between the online tests and the real deal like the Stanford-Binet seems to be about 20 points.

IQ stands for Intelligence Quotient. It only measures one kind of smarts. There are other kinds of smarts. So don't worry what your IQ is or isn't. but for your info I can tell you that mean average IQ is 100 the range of 85 to 115 is considered normal. 86 being considered lo normal 114 being high normal 117 is above average, not high range normal as one other asnwerer has suggested. Online anything is NOT reliable. Having your IQ tested by a qualififed parctitioner, ie a psychologist will not give you a definite abosolute answer to what is your IQ. Your IQ can vary from day to day and from hour to hour. Some people would score extremely well at 7am ans less well at 3pm Other people would score the other way around. If you have something as simple as the common cold you will score less well than you ordinarily will. If you recently failed something that was very important to you then you may score really low on an IQ test simply because you are not feeling too smart. If you recently had a big success at something that was important to you then you may score higher than you ordinarily will because you are feeling more confident and firing on all cylinders. There are far too many variables for any set of tests to be an accurate indicator of your true level of smarts. If you are capapble of learning new things, carrying out the every day functions you need to carry out, can hold a reasonable conversation about a variety of topics and you understand right from wrong (as is culturally appropriate for you) then you really dont need a test to say you are smart. You just need to know you are doing fine. Now move right along.

On what test?
Something everyone should know is that IQ is not scored in the same manner across the board. All tests do not yield the same score, so when talking about IQ it is best to also talk about the standard deviation of such a test, as well as what test it actually is and who created/administered it.
For the sake of your question, I'm going to assume you took an online IQ test. I'm also going to assume you took it at tickle, because that's what everyone else does.
Tickle is not a real IQ test. Your result is probably skewed quite a bit, though that score is about average. By definition, an IQ of 100 is average, but Tickle tends to inflate low scores and decrease high scores. The average on Tickles IQ test is 120 instead of 100. Given the fact that internet users average slightly higher than the whole population, your REAL IQ score is probably about 102-107, with a standard deviation of 15.
If you DIDN"T take tickles test, and that is an official score, ignore what I have said above. 117 is an 'above average' score.
If you want to try a more reliable test than tickles, try this one: http://www.iqtest.dk/main.swf
It's based on the real test, Ravens APM. Gives scores between 79 and 145. Most accurate between 80 and 135. The ceiling effect kicks in about ~130-135, so scores above that are unreliable. The test also breaks down for scores under 80-85.

Nice score
here is a little info you might be interested in
Originally, IQ was calculated with the formula
A 10-year-old who scored as high as the average 13-year-old, for example, would have an IQ of 130 (100*13/10).
Because this formula only worked for children, it was replaced by a projection of the measured rank on the Gaussian bell curve with a center value (average IQ) of 100, and a standard deviation of 15 or occasionally 16.

The average IQ score is 100. A score of 117 is high average. 25% of the population scores above the average score and 25% score below the average score.

population iq is supposed to be a bell curve, with 100 the peak, so yes its above average.
