First of all, surely you know that the word English is always to be capitalized. Shame on you for not doing that.
And to answer your question, I have applied for various jobs in which I was not fully qualified, but I did attain that position because of my desire, my willingness and I guess my personallity. Good luck to you.
And! Remember to ALWAYS capitalize the word English!!!

Heck no.................in that interview you be sure to stress, that your appling for said job with less experiance because, "this Co. is where I would love to start working as Admin. Assit. Heard so much about your Co. and am hoping you will offer me the opportunity to work and grow with your Co.!" If it looks like a no go, offer to take a pay cut!!

Yes go ahead and apply. All they can do is say no. The list of requirements is just a guide post. If you are stretching yourself, that is a good thing. Good luck

Apply anyway and pray someone with what they are asking doesn't apply. They sometimes will interview you anyway if they are having a hard time filling that spot.
