Looking specifcally for adult style for a semi-formal event.

I wear the same size in regular shoes, but have to sometimes go up a size or two in dress shoes (they have a different shape to them.) She may want to try that first, but if that's still too big, then her best bet may be a place like JCPenney, Macy's or Nine West (which makes extra petite sizes.) I found that Franco Sarto shoes are probably the best petite fit.

It might be hard to find much of a selection in a retail store for that size. Your best bet is to shop on Zappos, because they have a huge selection for every size. My dad wears a 15 and we've found lots of his shoes on that website. They have free shipping and return shipping if you want to send them back. Here's the page for your wife's size:

There's a few hundred pairs of dress shoes in a women's size 4!
