I think citibank has a rupee checking account and you can open it from the country that you are residing in.
I think they will be able to provide you with details.

A Non Resident Indian (NRI) can open an NRE A/c. All public sector banks and other private banks too open NRE accounts.

In my view new account can not be opened online if you are a NEW customer to the bank.

Open an account at ICICI. It has it's own sets of positives and negatives like other banks, but it will be there for you with new ideas and services as RBI/SEBI allows it.
