In motherboards usually there are two sources of USB slots, one is found in the back of the motherboard, and it usually from two to four slots.
And there are also slots somewhere else in the motherboard in which you can put USB expansion ports. You can put these USB expansion ports whenever you like. The trick is finding these USB expansion ports. (Your motherboard manual usually tells where those extra ports are.)
There are also computer casings that has USB slots in front of it instead of the back.
Alternatively, you can use USB hubs. Connect a USB hub on the back USB slot and then put them in front of your computer.

I'm assuming you have USB ports on the front of your case, if you want to activate them your motherboard needs to support it. Inside the case, there should be a ton of wires for HDD light, Power light, Reset button, etc... There should be cables for the USB ports as well, see if your motherboard has pins for USB1 and / or USB2, plug your USB cables into those and they should work.
