HTML 4 is the fourth specification of HTML. If you're learning HTML 4, then you're learning HTML. If you're learning HTML, you're not necessarily learning HTML 4.

More or less they are the same. HTML has gone under revisions just like any other language. You will never guess which revision HTML 4 is.
