With any IP router, there is no way to TRULY be equal. It is a first-come-first-served technology. As this router is single LAN port, you need an ethernet switch to connect additional computers.

Internet > ADSL > Router > Switch > Computers

This will provide all the bandwidth to all users at the same time, which is what you are after.

Unfortunately, there is no way for a router/modem to distribute bandwidth to all it's connecting users.

But there is an alternative way to limit bandwidth usage per computer. It is to individually limit a computers bandwidth usage (Say, limit a computers download speed to 5KB/s and apply them in every computer in your network.)

There are programs found in the internet that could limit the transfer speed of an individual computer. (An example would be the program Net Limiter)
