Probably from the networks being clogged up by the nobheads who plague us poor long suffering webmasters and other internet users with Spambots harvesting e-mail addresses / spamming guestbooks / post crap on messageboards / dodgy sign-ups on messageboards with spoofed @cashette.com + @gawab.com e-mail addresses.

Internet speed depends on many things, such as how fast is your internet connection, or how good is your internet provider.

If you are running on a dial-up internet connection, try changing to a DSL or other high speed broadband internet connection and see if it satisfies you.

As a test I suggest changing your internet provider and see if they could provide better speeds.

Lastly, in the last 2 weeks or so, there was also a massive earthquake that hit Taiwan/China that caused it's internet lines to be destroyed. Since the internet is an interconnected network of computers, a failure in one of the connecting network could cause disastrous results.

(Like if a website in japan needs to connect thru the China lines, with the line gone, then the website will be inaccessible.)

This could also be the reason you're experiencing slow internet speeds.

Well Anne...depending on which country you are in, you might have numerous government oversights. This takes time to process, and is active on every packet. Other countries simply do not have a strong infrastructure in place and have massively overloaded networks due to economic issues in the region.
