Not knowing where you live, its hard to say. If you're in the US, then it's hard to beat T-mobile's rates plans. However, regional carriers like Cincinnati Bell and Cricket offer great plans, unlimited text, and no contracts. As far as phones go, check out phonescoop.com. It has user reviews. I personally love Samsung phones. Currently using the a920 on Sprint. Has built in mp3 player, camera, video, mobile TV, and sirius radio. Text too. :)

Sony Ericsson Z550i is a good choice.
BTW, you have not told your budget and country. So its diificult to answer.
