Maybe its the waters you letting it soak in. Or you could just lounge around in there for the additional 20 minutes until it begins to swell and go for round 2.

Try hotter water. This should prevent shrinkage. If not try thicker swimming shorts.

put it in freezing cold water see how long it takes to swell then !!
