This isn't a buffet, but you can't miss the Steak Special at Ellis Island, a small casino nearby the Flamingo. The special is 24 hrs a day and includes a sirloin steak (not a bad cut for the price), a potato of your choice, vegetable (green beens which were very good), and soup or salad for $4.95. The deal isn't even on the restaurant's menu, but it is plastered on the different table games (blackjack, etc.). It's good food at an insanely cheap price. Their burger, as an example, actually costs 5.95 or something, so the steak special is the way to go. We ate their twice because it was so good the first time.
In fact, I took a picture of the meal once, and I've included the link to the pic in the Source section.
Good luck.

You have got to go to the Paris buffet. If you never experience the "dessert House" inside, you will miss an amazing treat. The buffets are all comparable, but not as cheap as they used to be.

Check the net. About.com has alot of specials for Vegas. Last time I was there, the cheapest place was Excalibur. Also, if you play long enough with a casinos players card, you can get comps for free meals and rooms.

I would have to say Harrah's does but make sure you get one of their players card and you get 5.00 off their buffet.
