As a private citizen you never had to fly it at half mast. If you wanted to pay respect to President Ford then you could have. However, if you did not want to then you could have flown it however you wanted to. Government agencies are following orders on how they fly theirs so they have a rule to go by. There are no laws on how to fly a flag in the US. Congress passed a code of conduct but it is not law and cannot be enforced. If anyone tells you different then they need to be directed to the constitution so they can look up the first amendment and see what it has to say.
