Non-magic folk are muggles. Children born to witches/wizards that don't develop the talent for magic are called squibs.

Muggles, of course! And you got it right, muggles are people without a drop of magical blood in their veins. Poor saps. There are some other people with equally nonexistant amounts a magical blood: squibs. They're born to wich and wizrard parents, but inherit none of the family's magical powers. This is a rare case, but when it happens, they usually go to live in the Muggle world, where they fit in better. The exeption is Filch, the custodian at Hogwarts School of Witchcraft and Wizardry; he is a Squib, but remains in the midst of Wizrardkind. It is discovered by Harry in the book Harry Potter and the Chamber of Secrets that he hasn't given up on trying to develop any latent magical powers he may have. Muggles! As Muggles have no magical blood, they are oblivious to magical happenings around them-- at least the subtle ones. For example, they did notice the flocks of owls traveling all over the country the day after Voldemort was destroyed by Harry the first time. They don't, however, notice little things, like the Leaky Cauldron pub in London. They're eyes pass from the record shop on one side, right over to the shop on the other side. Muggles are treated poorly by some bigot wizrards who believe their magical qualities make them superior. Because of this, there are Muggle Protection Acts enforced by the Ministry of Magic. Muggles are not inferior to wizards, as some believe-- where they have a lack of magic, wizards have a lack of advanced technology. Muggles are generally kept out of the loop, as far as the existance of the Wizarding world goes. When Harry asks Hagrid why this is in Harry Potter and the Philosopher's Stone, Hagrid replies incredulously that it is because the Muggles would scramble to the Wizards for magical solutions to all their problems.

They are known as Muggles. Wizards and Witches from Muggle families are known as Muggle-borns and Mudbloods( It means dirty-blood very offensive). Some wizarding family are very predigest against them.
