It has only seemed to not have worked very well in Europe. It works well in Canada and Asia. There are some tensions underneath it all, but nothing like the bomb that went off in Yugoslavia. It failed because people never truly embraced multicultralism and it never brought all the cultures into the collective decision making and the betterment of the country. I do believe it will work if people put aside their petty differences and focus on making their country and life better.

Yes it will work, eventually. Globalization is in its birth-pangs, but it is the future. The more people travel and experience other cultures, the more we become a global village the sooner wars will diminish.
Global warming is going to bring us together. The internet is also helping tremendously.
Nations and cultures go to war they they feel threatened. Now all peoples of the world are threatened, as the weather is global.
Humanity is usually slow to learn, it took most of the last century for woman to get equal rights and then for other races to be treated equally is still an on-going matter.
But the threat to all of our lives can bring us to the reality of one humanity for the very first time.

Depends on how it's done. I've noticed a huge backlash towards that in European countries, but not so much in Canada and the US. Maybe a change in worldview would help it work better in Europe.

If it works, why are the once promoters of it now abandoning it as a failure & a bad idea?

It is social experimentation performed upon the poorer members of society. who currently do not have and in fact have never had any say in its implementation, except to be told it was a 'Good' thing & to question it is 'Racist'.
