From a surfer's point of veiw, Probably best not to go for a newspaper as the add will pass by quickly and wouldn't really be a target audieance.
Try any "extreme" sports magazines though, alot of surfer's i know do ski/snowboard, and alot of mountain biker's i know surf and so on. Also if you are tageting the UK, go for west coast area's, such as cornwall, somerset and south and west wales.
Surfers are increasingly online, so try good search for local area websites and forums/classified forums.
