In my opinion, an anime is any animated work coming from Japan. They usually have a particular style to them, and can often feature cutesy characters, characters with large eyes and various bits to display emotion (exhaling a cloud for relief, lots of blue lines covering the top half of their face with the eyes simply as red ovals for people reaching their boiling point, lots of question marks above the head for confusion). Animes dont just have these characterisations. For example, animes such as Elfen Lied and Gantz contain story lines and ideas that are not suited to the 'cuter' side of things, and should not be confused with the animes designed for children. These more serious, more adult shows tend to not contain the stylisations I mentioned, instead usind gushing blood (used in Kill Bill Vol.1 for the Crazy 88 scene as well as the anime scene, the background to Oren-ishi). Blood splatters are also common.
Currently there also seems to be a rise in western animes, like Teen Titans or the new series of the Turtles. Teen Titans in particular follows many of the stylisations of Japanese animes, yet is considered a cartoon much like X-Men or Spiderman. These are usually designed for a younger audience, and tend to follow the western style of story per episode, rather than the story over a number of episodes style that many Japanese animes tend to take.
Hope this helps.

Anime is Japanase form of animation...although people mistook it as a cartoon, it is rather another form of animation.
Though may lack some elements of a good quality animation as what most animation majors would say, Anime possesses some attributes that is unique to it...
=============
ANIME is more than a show on tv.... it's not just a form of entertainment.. it's life captured on those brilliantly colored and carefully crafted characters and storyline....
CHARACTERS who have been given a life more real than anyone of us has....
STORYLINES which are more dramatic, more comedic, more tragic, more interesting, more cryptic, more complicated than all our life stories combined....
Anime is an art...a very well crafted art.... but not just an art.. it is full of HUMAN VALUES AND REAL EMOTIONS (which I may add, is what makes it more interesting than cartoons)... anime is an effort to fill in the void of the real world...
it is best thing that ever happened since the dusk of classical literature....
true, it is a way to somehow stray from reality... but it is with animes that I found my inner peace and comfort..the values I have learned from anime are unmatched..
and coming from a someone like me who's not a Japanese and has spent all my life studying metaphysics and quantum physics, anime is far more real than reality.....
==============
What I wrote above is how I viewed anime. Now I view as an evolving lifestyle, an infamous culture that is yet to be fully accepted by the society though it has already offered people around the globe a different kind of art....a beauty known only to those who truly believes in it....
'....stories pieced together, emotions built out of intricate lines, characters brought to life more real than reality, itself, human ideals animated into a bounded realm yet limitless of the values it shows....'
anime is unique...
incomparable....
and unmatched....

Anime are Japanese cartoons. Anime is considered an art form, and a lot of it is not suitable for children. It is often hacked to shreds when they dub it into English because they are trying to make it suitable for kids because only kids in America would watch cartoons. Anime is not the same as Manga - those are the comic books, though many Anime series are based on Manga series.

"Anime" (A-Ni-Me), the Japanese slang for "animation", a shortened version of the Japanese borrowed word "animeeshon" (A-Ni-Mee-Shi-yo-N) which means "animation".
The Japanese used the word "anime" to describe all forms of animation.
Many non Japanese used the word "anime" to describe animation from Japan, and sometimes for animation resembling animation from Japan. However they don't usually consider animation produced from Japan to be used as a non Japanese animation as "anime" (is "Animaniacs!" an anime?).
Many non Japanese are enthuastic over animation from Japan since that it's different from the animation they used to see. But many also done it due peer pressure.
Animation from Japan are currently heavilly promoted and distributed, usually through a North American company or its affliation or a North American company disguising as a Japanese company (is Sony still a wholly Japanese company?).

Anime used to be great animation, with good story lines. It has turned into a real junk media, with thousands of worthless movies.
