Rome was sacked many times by various barbarian tribes the Franks, theHuns, almirini,but is surpose you could say that the Goths were the dominent power IN Rome with the first stable power being Theodoris king of the Ostrogoths who restored Rome to some sembalence of its old power

This was very typical of europe, and particularly countries like germany.etc.
The italian trading centres, would have become states of their own, with their own internal judicial systems etc. Typical of these, are the venetians, the genoans, pisans, etc.
As correctly stated, the pope ruled rome up until only very recently.He now rules vatican city.

Yes it fragmented into the city states and was not fully reunified until the 19th century! Also, the pope ruled Rome during the middle ages....
