For this question I have to outline the actions that would be taken in the event of a fire or simular emergency, within a clinical setting.

depends on where the fire begins and how large it is when it is found.

If it is a paper bin fire in the corner of the office or hospital room then you move people away from the area and get the hose or extinguisher out and try put it out yourself.
Anything larger than this you evacuate people from the room to safety meeting point. Close the door to the area and call the fire brigade to come. Do a headcount of all staff in the area and patients if applicable.

All such place have a fire evacuation plan for the building. These plans vary from facility to facility.

R.A.C.E.

R- rescue anyone in danger
A- activate the alarm, yes you do it after you rescue
C- contain the fire by closing any doors
E- evacuate if nessary
