If this is PC version your talking about, go to the Audio options in game, and search for new tracks.
For Skins, there is a Skins folder inside C:\Program Files\Rockstar Games\GTA San Andreas. If it isn't there, you should create it and put your skins in there. Weapons go in the Models folder.

I don't believe there is a way to easily do it. It is coded in (Meaning it can't be played like an MP3 or any other audio file) and can only be played using the reader built into the game. You could probably find the sound effects or music on YouTube,
