It is a farce and is thwarted by the rules that allow his own party to book time and table questions that minimise the time for the PM to answer opposition questions.
As with all politicians the art of "Political Speak" is to decive, scheme and talk a lot for a long time and say nothing.
A bit of honesty would be very refreshing for all of the long suffering electrorate.

Back in the dark days of 1964 Harold Wilson said-- Iam the leader of the orchestra but I cannot play all the instruments.The reason Tony Blair does not answer questions is that unlike Harold he has become a ONE MAN BAND!!!

I sometimes think the primary purpose of PMs Questions is so that MPs can pin Blair down on any given subject, and distort and/or misquote him at a later date.
Whether he's actually answered the question himself is irrelevant really......he's spoken the words and has to be seen to stand by them.

Whatever the topic he answers the question immediately by reading from the papers in front of him, the only other one that could do that is David Copperfield.
