I want to change a normal face shot (cartoon) into an outline so I can put it on a team shirt I designed. Does anyone know how to do this or would be able to help me do this on a basic photo editing program?

Hey here is a way of turning any picture in to a line drawing.
Use photoshop and open the picture. Turn it into a gray image. Then use the copy photo filter and adjust the sharpness and contrast and you will see it turn into a line drawing! I use this method in the tattoo shop for tattooing portraits.

You might wanna use Photoshop´s filter called "Stamp", just set it´s thichness and do the rest over the result. Good luck, Gabriel.
