Go to Yahoo's http://geocities.com and sign up for one of their free sites. They have a nice "wizard" that will walk you through creating a simple web site. You can have something up and working in 15-30 minutes.
Once you have it up and working, go through the different tutorials they have available to learn how to create a website without using the wizard.
