My daughter and her boyfriend are going to a special event and the men have been told to wear a lounge suit. He does not own a suit and needs to know what the difference is between a lounge suit and a dinner suit. Are they the same? Are there subtle differences? Could he get away with a black dinner suit, white shirt and black bow tie?

No, they're not the same. A lounge suit is just a normal, 2 piece suit that businessmen wear. More casual styles of lounge suits can be found all over the place, lounge suits should be worn with a tie.
A dinner suit on the other hand is always black, the trousers usually have a satin strip down each outside leg, the jackets can be single or double breasted and have different styles of collar, these suits should be worn with a white shirt and a black (self tied) bow tie (coloured/patterned ones look twatty).
Don't advise him to go to the event in a dinner suit as he'll be the only one and he'll stick out like a sore thumb.

What you describe is a Dinner Suit, or DJ, or Tux(edo)

A lounge suit is what you'd expect any male office worker to wear (if he was trying to impress the boss).

Don't let him wear a bow-tie unless he has a reputation for being eccentric.

lounge suit is any standard suit with shirt and tie. Dinner suit is typically black suit (as per James bond) with bow tie and white shirt. You would not normally wear a black dinner suit, black bow tie to an event that states lounge suit as dinner suit is more formal than necessary.

Lounge suit is a smart two-piece suit, jacket and trousers. Always with a tie!
Dinner suit is a black suit, often with black bow tie.
'Tails' is a black suit with the long tails down the back.

Yes, he probably could. A longe suit is an ordinary suit such as businessmen or office workers wear. A dinner suit is the bow tie, white (frilled) shirt, cufflinks, cummerbund with satinned lapels and a stripe down the side of the trousers (but not the coat tails type of jacket)
