corruption in kenya?

Whilst in Kenya, i was told (by a kenyan) that the most corrupt country in Africa was kenya, and the most corrupt 'council' in Kenya were the Massai.Is this true?

I don't think the Maasai of Kenya are corrupt. Talk about the Kikuyu's!!

While I don't believe it's the most corrupt, it is corrupt for real.

I do not think so.Google Transparency International and confirm that.
with 'council' he/she meant the county council,(headed by an elected council chair person), that manages the Amboseli reserve(check magicalkenya.com )
