Simple answer that it is vitually impossible to get a scholarship for a Ph.D in the U.S.-They aren't available.
Lots of Scholarships for Bachelors', a few for Masters; none for Ph.D.
That being said, nearly every professional employer in the U.S. offers some type of tuition reimbursement for their employees to improve themselves. So become a professional US employee, then work at night/part-time on one's Ph.D.
OR- The US offers loans to all citizens which permit the user to attend school and obtain a degree (including Ph.D), but the applicant doesn't need to make payments until school is completed and working in the profession.
If you already have an advanced degree, consider attending a low cost university in a low cost area. For example, the University of Missouri in Rolla (www.umr.edu) is an extremely reputable engineering school that is majority foreign students. It is very popular because, not just for it's reputation, but also the town is extremely inexpensive by US standards. Room rentals are approximately $150/month. A boring, crime-free town, that allows students to study cheaply without distractions of big cities....

There are two ways to get scholarship.
First you try Fulbright, and then you write to Institute of International Education, New York. They will give you the list of scholarships.For each scholarship there are certain conditions that you have to fulfill.
You must have GRE test conducted by Princeton New Jersey.
Then you have to pass the TOEFL test.
When you apply for admission to a PhD course to any american university they will ask you to send them these two reports besides your own.
Once they admit you, only then the question of getting any scholarship will arise.
For sholarships , I have already told you.
Now come to teaching asssistantship. That particular univeristy where you have got admission, may entertain your application for teaching assistantship if they think you can do parttime teaching of any course.
A third choice is to ask for research assistantship from your guide. In this case you will have to do some research under the scheme of your supervisor.

I read it the other way round. Lots of scholarships for foreigners doing PhD, some scholarships for Masters and few for Bachelors.
