most computer programs i have seen do not allow freehand sketches which is what i want to do and then colour them in ,so can i use a notepad to do the drawing and then transfer the drawing to the computer for colouring in?

They all allow freehand drawing using your mouse.

I also suggest an early version of Paint Shop Pro. I use Paint Shop Pro 3 Shareware. It's pretty basic, especially when compared with the newer versions. Even though it says it's only for a 30-day trial, it won't stop working after 30 days.

It can be used in tandom with GIMP (I have that, as well)

Check out an application called GIMP. Its like a free version of photoshop - an incredibly powerful piece of kit, albeit an incredibly silly name...
