Format of the file is irrelevant. You can copy the text out of any document (including pdf ones) and paste it into bablefish (babelfish.altavista.com) or any other web translation tool.

Then copy the translated answer into a new document.

Then spend a while turning it into proper english.

Then use some tool to make a new pdf from your document.

Or if you can't speak any German or good English pay a translation bureau to turn the document into correct English or you will get caught by the mistranslations all the automated translation engines seem to make.

There is a company called "Systran" which might be able to assist - they have a website. Translation is free, but "machine translation" is notorious for not being very accurate.You might even have a feature somewhere in your computer or with your internet service provider where you can "translate this page".
