My step dad said "in the house i grow up boys like you would get the strap on a daily bases" What do you think he wanted to state with that

whatever behavour he sees to make that statement obviously wasn't allowed in his home growingup.That doesn't mean he doen't approve of your behaviour,just commenting on it.unless it was spoken harshly which would mean that he agrees that it warrants some discipline.times have changed though and perhaps he sees that.

He's definitely old school.
All he is trying to say is respect him and your mom.
A lot of kids don't have parents or step parents that care. He cares.
He doesn't want to be a bad guy but if you give him reason too, he will.
No, he's not going to use a strap on you, but that is what he grew up with.
I grew up when every teacher had their own paddle in their classroom. You could take a swat or go to the office if you got into trouble. Most everyone took swats.
Times do change. We were also allowed to get into fistfights without cops getting called. Someone might end up with a broken nose or black eye, but we got over it.

I'm in my mid thirties, and I grew up in a time when kids did get the strap on a daily basis. He's basically saying that he would very much like to spank you, OFTEN, but he knows that it is considered inappropriate to do so now a days. It definitely doesn't sound like he likes you very much. I'd steer clear of the guy, just in case he decides to do it anyway.

It means that you aren't behaving well or being disrespectful and many years ago you would be hit with a belt to get your attention. I am not sure if it was a threat but, he was trying to make a point.

he wanted to tell that he grew up were boys are men and that their tough men, you don't want to mess with.
