two ways...you can make one off of any other xp disc through the control panel or you can layer a windows install by using another windows system just to access the cdr and then erasing it.

Hi there. You can either extract it from your XP CD or go to this site (1/2 way down the page) where u can download and create one from scratch. Depends on what version u have.
