Just having a boyfriend is okay. To be on the safe side, he shouldn't do anything sexual with the 17 year old until he's 18, though.

Against the law in the US if one person is under 18 but sometimes the 'punishment' depends on where you live. Some places make a bigger deal about the age difference more than if one person is a minor. Sometimes it's worse if the older person is over 21. Depends where you live.

In United States it is illegal to have a relationship with a minor, even if this minor consents to have this relationship (minor = less than 18 years of age). Your friend could go to jail, if the family of this minor press charges against your friend. If the family agrees to this relationship, then I don't see any problems with this relationship.

Almost anywhere in Europe, South America, China, Japan, and many other countries/regions, they could shag away to their heart's content. (Even younger than 16 in some of these places)
Only America seems to think that you can legislate to prevent the natural flow of juices and stop the biological clock.
I suppose that's what they mean by "civilisation."

Technically I thing ya gotta be 18, I am 22 and my girl friend is 18. If we would have started dating 6 months ago it would have been "wrong" and I would have said, "I dont give a f*%k.

17 is the age of consent in some states.

If they are in the U.S. it depends on the laws of the state they are living in if sexual activity between them is legal or illegal. There is no federal age of consent.
