When it is wet outside and it freezes, I notice that it forms these interesting swirly shapes and I never knew why that is.

Good question. I believe the reason for this observation is due to the underlying surface on which the water freezes. The smoother this surface is the smoother will be the frozen surface of the water.

when water freezes the swirly shape comes from the way the molecules of h2o are structured and by the way water flowes naturally.
