Start nero, select Burn Video CD, select the file, then burn to a CD.

Copying VCD in your Hard DRive can be done in two ways:
1. You can copy it as an image, by starting nero express, choosing disc image or saved project, then when the window appear, set the source drive to be your CD/DVD Drive and your destination drive to be the Image Recorder.

2. You can copy only the main movie of your VCD, by exploring it the. Right click it then open, then look for the mpeg folder, open it and look for the biggest file inside it (a disc 1 of a certain VCD may have a 500+ MB of file size). Copy it then paste it in your Hard Drive. Afterwhich, you could run the file and the movie will play.

actually you should get the free Daemon tools virutal drive, you can then mount the cue file and make a copy with nero. In Nero you should also just be able to mount the .cue file and it should burn the entire image properly.
