The problem is that coffee and tea have natural or synthetic dyes in them and because of this, no cleaner will work. The problem doubles because it is on wool, as it does not release stains as easily as a synthetic. When you washed the jumper and soaked it in vinegar, you helped set the stain and it can only be lightened by using a very light bleaching agent,(not like the type of bleach you have at home, please do not grab the bleach and mix with even a gallon of water, will not work!!!!). I hate to say this, but stain is to stay.

When you soaked your jumper in vinegar you essentially set the stain colour for good and ever. At this point, I don't think you'll find anything to remove those tea stains. You could give Oxy-Clean granuals a try; soak the stained part of your jumper in a strong solution using COLD water. Hot water will further set the stain.

Soak in cold water and then try a squirt of Shout which should not affect the colour. Might be difficult to remove the stain if you have washed your jumper in hot water as that sets the stain in.

Bar soap is gentle and it removes most stains. soak your jumper on hot water for a couple of minutes and them apply the bar soap then scrub for a while with your hands or with the same fabric, leave it for a while and then rinse off, you may have to repeat this steps, but chances are it will remove the stain

Try wetting the stain with cold water then rubbing some Vanish on it. Leave it for 2/3 minutes then wash in warm, not hot water. If the stain hasn't disappeared completely you may have to repeat the process.

attempt soaking them in first gentle dish cleansing soap, and this sounds gross yet works, uhm spit on the stain. You saliva works okay in removing stains. additionally attempt hydrogen peroxide and so on. :)
