You should build it as you normally build a website, here you will be using WML instead of HTML. And you can host it on any webserver.

wap site? what is that? do u mean website? then u go to a web deigner who will design for u your pages, and then you look for Internet Service Providers who will host it and then u can access it over the net.

Go to tagtag.com , if IE doesn't work try it with Opera.
