step 1: Press start and click on your current picture.
step 2: Click on "browse for more pictures" and choose your pic.

Umm... please be more specific. Do you mean the icon picture beside your username when you click on the Start Button? Or do u mean graphically changing the look of the Start Button? And also, what OS are you running? If it's Windows XP..
1) For icon picture, goto Control Panel/User Accounts/Select the username u want to change the pic/click on Change my Picture link. From there you can browse to your own picture file.
2) To graphically change the look of the Start Button, u can try this site: http://www.g4tv.com/techtvvault/features/34910/Windows_Tip_Change_Start_Button_in_XP.html

I think these people may be answering the wrong question.
Open your control panel. Then select User Accounts. Then click on your name.
You will now see the option to change my picture. You can insert your own photo by choosing browse for more pictures.

browse for more pictures
select the picture that you want to display

Click on start button then goto control panel and double click on User accounts then click your account and click on change picture then look for browse more pictures button and direct it to your picture... hope this helps!!!

You sure can!
Find the picture that you want, then right click on it. Select "set as background". And there you will be in all your glory!
