It is OK for children, the beach is manmade but safe. The major drawback I can think of is that it always seems to be windy there.
There are plenty of bars, restaurants and cafes.

Lanzerote is a great place to visit if you like lots of sun and sand. The accommodations are first class the views are spectacular. The restaurants and night clubs are great. I did see lots of families on tour. I don't see why you couldn't have a good time with your 3 year old. There are lots of tours etc. you could take. Just bring lots of sunscreen. Also take the boat ride to Tenerife. The beaches are something else there. You wouldn't want to miss the white sand in contrast with a turquoise ocean

Costa Teguise is the windest resort in Lanzarote. I would suggest either Playa Blanca or Puerto del Carmen as better resorts for you and the children.

There are great prices about with cheap flights. Med hotels are doing some fantastic prices at the moment.
