In professional organizations - agreed upon standards of conduct and behavior - codified rights and wrongs. Those standards would outline codes or bylaws which all participants in a particular community (the organization) would be bound to abide. Those who do not abide risk being labeled or worse punished. Cross-culturally ethics may not be as universal - what may be "right" from one perspective may be "wrong" in another. Ethics are not always codified either - they may be unspoken - an ethos. Generally, organizations such as the United Nations, politics aside, could be said to uphold "universal" ethics of conduct and behavior for nation-states and their leaders.

Honestly, when I see the word ethical, as a US citizen the first thing that comes to mind in regard to my home country is "lack thereof."

Generally when I think of "ethical," "un" is in front of it.
