A spanish comapny called OWASYS produced a mobile phone for the blind back in 2003 around september time.the phone was on display at one point at the Royal National Institute of the Blind's Techshare exhibition in Birmingham.
I know that the cost was a hefty £250
I'm not sure if it's still on sale but contacting the company who were marketing the phone in the uk might help.
22C handset is the name of the phone
Hope this helps :0)

The RNIB website has a way of ordering the phone!

I know lots of phones have voice-activated controls, but that would still require someone to help the person learn their way around the phone
