Because we do not lose water through sweating,and because of the surface (skin )vasoconstriction of vessels which load your systemic volume circulation,and urination is a mechanism that the body use it to excrete waste product as a sweating do.

peeing is way to get rid of waste from our body. but this is not the only way. sweating is also a major way of getting rid of unwanted water.

but on cool rainy days the humidity is high --> there are loads of water vapor in the air. and the air temperature is very low. hence our body can't sweat very much (even we sweat the water will not evaporate) because the air has reached it's limit where it can hold water vapors and the temperature is not enough to sweat from the skin to evaporate.

hence the only means of getting rid of the excess water is by PEEING!!

Sweat has a very similar make up to urine, so if you are losing water one way, you don;t need to lose it the other.
