Is there a difference between alterations and tailoring?

Yes ,
ALTERATION -- It is done when u need to shorten the length of a cloth e.g. JEANS ,
TAILORING -- It is done to stitch a piece of cloth in a suit, jeans, coat ,etc.

Alterations means fixed, so therefore if you go get your clothes altered means you're going to fix them somehow.

Tailoring on the other hand means to make from scratch to someone's precise measurements. You "tailor" something to "specific" needs.
