Just like any other art, you'll require patience and lots of practice. Get help through some reference books or website, and start folding. The skills and techniques you'll acquire over time.

there are websites that will help. Your best resource may be your local library. I have seen many books on the subject. If you don't mind spending money a local book store will be able to order books for you to help you on your way. Craft stores that sell paper for folding my have books on the subject also.
