Make sure the layer of clothing next to your skin is not cotton. It won't let the sweat evaporate, and will stay wet. Try a synthetic shirt, made for exercise. Top that with a layer of fleece. That may be all you need, it it's sunny. If it's really cold or snowing, add a wind breaker. If you have a choice, go with asphalt.

I love to run in the cold in shorts and a T but that isn't good!! Full sweats and knit cap is good to jog in to keep your core temperature up and always try to run on asphalt as it's more forgiving.
Remember: DRINK WATER!!!!!!! I try to drink a huge (32oz) glass of water an hour before I go jog. I keep it by my bed and set two alarms the first for my water and pee then the next for my jog.
